Exception to the Order of Layoff
The Department of Human Resources will review each request and then post the final & approved special condition(s). These special conditions are also known as "Exceptions to the Order of Layoff" in Civil Service Commission Rules 121.7, 221.7, 321.7, and 421.7.

Personal Services Contracts PSC Posting Reports
The Department of Human Resources posts all departments' requests for PSC authorization in excess of $100,000 for seven calendar days. An appeal of a posted proposed Regular PSC must be submitted to the Civil Service Commission's offices by noon of the seventh day of posting; timely appeals will be considered by the Civil Service Commission at its next regularly scheduled meeting. PCSs that are not appealed within the seven-day posting period will be placed on the Civil Service Commission's meeting agenda (Ratification Agenda) for approval.
